People are seen around the information booth at the base of the arm, and two people are seen at the railing below the flame of the torch. This display took place while the rest of the statue was still being built in France, and while funds were still being raised to finance the statue's construction. Other parts of the staute were exhibited at other venues. Finally, the completed statue was erected in New York City in 1886.
