RUSSIA: ZEMSTVO, 1861. /nAfter the emancipation of the serfs in 1861, zemstvos or provincial committees were appointed to handle arbitration between serfs and landowners in matters of land settlements and redemption terms. The zemstvo from the Tver region, pictured here, were so sympathetic to peasants, they were actually arrested and charged with insanity.
