Carnival Queen to be crowned by Duchess of Gloucester at Winchester . Miss Doris Frampton of Clifton Road , Winchester , has been chosen , Winchester City Canival Queen , and will be crowned by the Duchess of Gloucester when the Duchess of Goucester when the Duchess pays her first visit to Winchester to open the three day carnival in aid of the Royal Hampshire County Hospital ' s bi centenary appeal fund . Carnival Queens from many areas served by the Hospital will present cheques to the Duchess . The title of Queen was bestowed on the girl in each district who has done most to raise funds for the Hospital , each penny collected entitling the collector to one vote . Miss Frampton , whose office will really be that of Queen of the Queens , won , her crown by a big margin , having 2808 votes .
